Rail franchise holders may only run trains, they are not permitted to build any new infrastructure as this is managed by M4J Transport. Please bare in mind that M4J has the final say when it comes to station rebuilds, and all designs must be consistent with the rest of the M4J Network. All other stations are owned by M4J Transport and may not be redesigned. Hub stations are owned and managed by M4J Transport, but may be redesigned according to the franchise holder’s plans. For secondary routes, the franchise holder will need to fit their services amongst that route’s primary franchise holder. In the case of primary routes, the franchise holder has the majority of services and can plan accordingly. Some franchises occupy more than one main route, with a primary route and a secondary route. Each franchise is essentially a route on the network, with at least one hub station where most services will operate from.
